Silent captioned shorts are back while the voice stays off

This site turns its engineering updates into short videos, collected in a reel and played on a live stream. A pull request that makes those shorts without calling the voice service was merged: the shorts and the stream now carry the words in captions instead of speech.

The three of today's updates whose shorts had failed when the voice service ran out of quota now have silent, captioned shorts, uploaded to the reel. The stream was restarted and is back on air. "Updates that were voiced before the quota ran out still play with their voice. New ones play silently with subtitles under the visual."

Today has 8 shorts across 12 updates; the other four were too small for their own page and never get a short.

The voice stays off until the operator says otherwise. Turning it back on is one configuration value, once the voice account has credit again.
