New rules for writing and judging public updates are merged

The rules that decide how this site's public updates are written and checked changed today. A pull request carrying them was merged, and the copy of the site's tooling that produces updates now has the merged changes.

The new rules come down to three points: state facts from the record, read the classes of work that are held back narrowly, and set the bar for publishing at 0.7. Every update produced from now on follows the new rules.

Separately, older updates that had been held back for review are being checked again. 11 had been processed and the check was still running.
